Youth and Government SCCS has been sending a delegation to the YMCA’s Model Legislature and Court (ML/C) since 1992. The ML/C is a statewide educational program involving more than 2,200 high school youth. The essence of the program is articulated in the motto “ Democracy must be learned by each generation.” The program begins each September when 2,200 youth and 240 volunteers at approximately 80 locations throughout the state meet as individual delegations to discuss the issues facing California. During the next six months, teen delegates write bills, select government positions to role play, attend state-wide training conferences, and run for various elected offices. In February, delegations attend the five day Model Legislature and Court where they utilize the historic halls of our State Capitol, Supreme Court and governor’s office to practice the legislative, executive and judicial functions of state government. In 2003, the first SCCS delegation participated in the YMCA’s Model United Nations (MUN). Like the ML/C, the MUN is an educational simulation of government in action. Delegates research, debate and establish policies, treaties and resolutions for international issues. The MUN is for youth in grades 7, 8 and 9. In addition to being invaluable learning opportunities, the ML/C and MUN have enabled South Coast youth to make new friends from all over the state. These friendships bridge socio-economic, ethnic and geographic boundaries, greatly broadening the horizons of the young people from tiny rural Pescadero.
